The term license has several meanings; all are related to the control, or self-control, of individuals in society.
Liberty of the individual is not without certain limitations imposed by Natural Law, i.e., relationships consonant with human nature. When human behavior becomes licentious and uncontrolled, it destroys the subtle working relationships that define liberty within a Commonwealth of human beings. Unlimited freedom to act, i.e., the state of social or political anarchy, if tolerated, would reduce humankind to the law, or rather the apparent lawlessness, of the jungle. Humans have the potential to become inhuman, i.e., “red in tooth and claw.”
